As part of the aftermath of the Second World War, States have tried to establish a legal order that facilitates the relationship between them with respect to the use of the sea; thus, the concepts of Coastal State (CE), Port State (PS) and Flag State (FS), which include the adoption of rules and regulations on maritime and territorial security. This is how in Colombia the General Maritime Directorate (Dimar), which represents the National Maritime Authority, is configured as the entity responsible for materializing these figures with the support of the Colombian Ocean Commission (CCO) and the support of the Colombian National Navy, raises the position of the Country in relation to concepts of sovereignty, adoption of measures for the safety of ships and safeguarding human life at sea, protection of the marine environment and requirements for registration and registration of ships in national territory, which harmoniously seek in giving the country the right impulse to become an oceanic medium power (OMP).Author Biographies
